In this post, we will clearly break down what the process looks like, key dates, and how long to wait before planning for the all-exciting renovation.

How Long Does It Take to Buy A Resale HDB?

If you're looking at resale flats, the good news is that the resale HDB timeline is much shorter than BTO. You could be holding your keys in about 3–4 months if everything goes smoothly. Here's the step-by-step breakdown:

1. Financial Planning & HFE Letter — 3 weeks

Before you even start house-hunting, you need to sort out your finances.

What you need to do:

  • Apply for your HDB Flat Eligibility (HFE) letter online
  • HDB will assess if you can buy a resale flat (income ceiling, citizenship status, etc.)
  • Check what housing grants you qualify for — Enhanced CPF Housing Grant (EHG), CPF Housing Grant, or Proximity Housing Grant (PHG)
  • Determine if you're eligible for a HDB loan or need to go with a bank loan

Singles aged 35+ can buy most resale flats. PRs can buy resale, but need 3+ years of PR status and don't qualify for grants or HDB loans.

Note: A valid HFE letter (valid for 9 months) is required before you can be issued with an Option to Purchase (OTP) and proceed with the resale application.

2. Search for Flat & Negotiate — Up to 6 months

Now comes the exciting part — hunting for your dream home. This duration really depends on how picky you are and market conditions.

What happens:

  • Browse the HDB resale portal or online property platforms for listings
  • Engage a property agent if you want professional help (highly recommended)
  • Book viewings and assess each unit's condition, location, and potential
  • Negotiate price with the seller — this is where having an experienced agent really helps

Good units can move fast. Be prepared to make decisions quickly, but don't let FOMO push you into buying something that doesn't fit your needs or budget.

3. Option to Purchase (OTP) — 21 calendar days

Once you've found the right one, it's time to secure it with an Option to Purchase (OTP). An OTP is essentially a legal contract that gives you the exclusive right to buy a specific property at an agreed price within a set timeframe. The seller cannot sell to anyone else during this period.

What happens after:

  • In exchange for the OTP, you will need to pay an agreed Option Fee between $1 to $1,000 (usually $1,000) to the seller.
  • You now have 21 calendar days to decide whether to proceed with the purchase.
  • After receiving the OTP, you will need to submit it to HDB as soon as possible for a Valuation ($80). The Valuation report usually takes around 10 working days to process.
  • Once the Valuation report comes back, it will say one of two things: Completed or $X Cash Over Valuation (COV) amount. You may now use your Valuation report to secure your home loan approval and CPF usage through HDB or a financial institution.

Note: The COV cannot be covered by CPF and is often paid by a cashier's order during the completion stage.

Non-negotiable: Miss Day 21 and you forfeit the Option Fee — the seller can offer the flat elsewhere.

4. Exercise OTP — By Day 21

Decision made? Now it's time to commit.

What you need to do:

  • Pay the Exercise Fee (total of up to $5,000, inclusive of the earlier Option Fee). The Exercise Fee is typically pre-agreed between both parties before the OTP is issued. The Exercise Fee needs to be paid when the Acceptance page on the OTP is signed.
  • Submit your Resale Application ($120) through the HDB portal
  • Your conveyancing lawyer (either from HDB or a private law firm) will handle most of the paperwork from here

5. HDB Resale Application Processing — Approximately 5 weeks

The waiting game begins. This is when HDB does all its checks and paperwork to approve your purchase.

What happens after:

  • HDB verifies your eligibility, grants, and financing arrangements
  • Both you and the seller submit the required documents online
  • HDB will send you an SMS that your resale application has been approved (yay!) with your case reference number.
  • Pay stamp duties (Buyer's Stamp Duty and Additional Buyer's Stamp Duty, if applicable)
  • Settle legal fees, processing fees, and prepare your down payment
  • A separate SMS will be sent by HDB to inform you of your completion date & time.

If you're using a private law firm to represent you in this transaction, your lawyer can attend the completion appointment on your behalf.

6. Key Collection — 8–10 weeks

The final step.

What happens:

  • Meet at HDB Hub (or through your lawyer if using bank loan)
  • Collect your keys! 🎉
  • Property ownership officially transfers to your name
  • Your 5-year (or 10-year PLH Model) MOP period begins

The Minimum Occupation Period (MOP) starts from your key collection date, not from when the previous owner bought it.

The total time you'll need for buying a resale HDB is approximately 14 to 16 weeks from start to key collection, with the longest time being how long you need to choose a home.

How Long Does It Take to Buy A BTO?

The BTO timeline, on the other hand, requires more patience. From application to key collection, you're looking at 4–6 years. Here's what to expect when buying BTO:

1. HFE Letter & Loan Eligibility — 3 weeks

Just like with resale flats, you need your HFE (HDB Flat Eligibility) letter.

What happens:

  • Apply for HFE letter
  • This consolidates your eligibility for HDB loan, CPF grants, and income assessment
  • You must have a valid HFE letter before applying for any BTO launch

2. Balloting for a Flat — 3 weeks per launch

This is the make-or-break moment — the BTO ballot.

What happens:

  • Apply during the BTO launch period (usually open for about 1 week)
  • Wait approximately 3 weeks for ballot results
  • Then cross fingers and toes for a good queue number

Singles can only ballot for 2-room flexi flats. BTO is reserved for Singapore citizens — PRs aren't eligible.

Tip: Apply for multiple projects if possible to increase your chances, but make sure you genuinely want to live in those locations.

3. Flat Selection — 1–2 months after ballot results

Once you've gotten your queue number, it's time to pick your unit.

What happens:

  • Receive an invitation to select a flat at HDB Hub
  • Earlier queue numbers get the first pick of available units and floors
  • Pay Option Fee (ranges from $500–$2,000 depending on flat type)
  • Choose your unit based on what's still available

4. Signing Agreement for Lease — 4 months after selection

Time to commit with your signature, and financially.

What happens:

  • Sign the lease agreement at HDB Hub
  • Pay down payment: 10% if using HDB loan, 20% if using bank loan
  • Use CPF, cash, or a combination of both
  • Pay legal fees and stamp duties (Buyer's Stamp Duty is about 1–4% of purchase price)
  • Housing grants are disbursed after this step (if applicable)

5. Construction Period — 3–5 years

The longest part of the BTO timeline — waiting for your flat to be built.

What happens:

  • HDB may send periodic updates on construction progress
  • Use this time to save more money for renovation and furnishing

6. BTO Key Collection — 3–6 months notice before TOP

Finally! After years of waiting, it's happening.

What happens:

  • Receive notice about probable completion date and key collection appointment
  • Settle final payment using CPF and/or cash
  • BTO key collection at HDB Hub
  • Your 5-year MOP begins from this date

The whole BTO buying timeline roughly takes 4–6 years from application to key collection.

How Long Does Renovation Take in Singapore

At Which Point Should You Start Planning for Renovations?

Whether you're buying resale HDB or BTO, timing your renovation planning is crucial. Here's when to start:

Resale HDB Buyers
Start right after exercising OTP · ~2 months to keys
BTO Buyers
Start ~6 months before probable completion
  • Get quotes from renovation companies
  • Finalise your design and layout
  • Order materials with long lead times
  • Schedule reno to start right after key collection

Pro tip: 2 months is tight. Start researching reno companies and collecting quotes well before your OTP is even exercised.

  • Research your renovation team — popular ones have waitlists
  • Plan and manage your renovation budget
  • Finalise space planning and design

Our advice: use the long wait to your advantage. Attend home fairs, browse portfolios, build your vision board slowly.
